and also that incentives matter, especially when you're talking about things that involved alot of money and life and death.

so you should rethink pushing surgery prices too low when the problem is that some incompetent people are charging too high. how about requiring disclosure of average surgery prices per surgeon and success rates for surgeries? i think patients would like to know how successful those hands cutting them up are. and if you drive surgery prices too low you're going to have a large increase in number of surgeries by the hungry trying to earn more money.
